I played 3 games as Saruman. I was powerful and easily won. Rohan cant muster. He never has a chance to get Theoden, when Eomer comes in to play I simply play (he does not add a dice) and when the Rohan player finally gets a WOW, I simply discard it using yet another Grima card. My opponent cries and says he only wants to play WOTR. Rohan sits there with 20 useless recruitment tokens that can never come into play. Am I missing something? Can Rohan actually win? And why is the END GAME marker movable?

Are you playing the Grima cards correctly? You draw one each turn that you place Saruman in the Palantir Room. I'm not sure how you can spend a lot of time in there and still win the game. And why is the END GAME marker movable? See if you can figure it out.
