Does the Free People's player have to be able to pass (have fewer unused action dice than the Shadow player) in order to use Gandalf's aibility "Enemy of Sauron"?

Wow, I'm surprised. So this means that this ability is completely useless if the FP player is doing well, (has the same number of action dice as the Shadow), right?
This should definitely be added to the FAQ.

It's pretty late, but I second that.
I also have another question: Is it correct that Gandalf's "Enemy of Sauron" ability is different in both scenarios? On the FP Gondor Player Aid it says: "Discard [...] to use it as a Will of the West die result." On the FP Rohan Player Aid it says: "Use and discard [...] to change one unused die result into a Will of the West die result."
So in the Rohan game you only change a die result and have to wait for your next action to use it while in the Gondor game you use the Action Token as the die result, correct?

NO, that is an error i the printing.
From the FAQ:
Q Gandalf the White's 'Enemy of Sauron' ability is different in the two scenarios. Is it supposed to be like that?
A No, the correct wording of the ability is: "Use and discard permanently an Action Token to change one unused Action Die result into a Will of the West die result."
This latest addition to the FAQ also means that my first response in this thread was wrong.
