In the FAQ for the basic game it says:
The expansion says (the part with the rules that apply for the basic game also): No Reveal icon counts when declaring in a City or Stronghold. Seems like a contradiction.
Which of the two is right?

Could be that they decided to change the ruling and print it in the expansion, I'll check.

The new ruling overrides the old one and has now been added to the FAQ.

Hello!
Just ended the first expansion game and already some questions:
a) The new Balrog says (in the German version) that you have to draw an extra hunt tile when moving through the region containing the Balrog, while the old one clearly stated "when entering, leaving or moving through the region". Is that a wanted change or does it still work the old way? In the first case: could the fellowship enter the region with the Balrogon on one turn and leave the next without any damage?
b) is it right that the Balrog can be recruited without Sauron being at war? (Very good indeed!)
c) The new Balrog card says when in play the Balrog can be moved two regions. How does that work? Does he get level 2 and can move with that? Is it a range limit so he can just be used to attack Lorien and nothing else? How is he moved then?
So much for the Balrog Robert

Is that a wanted change or does it still work the old way? In the first case: could the fellowship enter the region with the Balrogon on one turn and leave the next without any damage? It still applies "when entering, leaving or moving through the Region wit the Balrog", that is how the rule is stated in the master text. b) is it right that the Balrog can be recruited without Sauron being at war? (Very good indeed!) Yes. c) The new Balrog card says when in play the Balrog can be moved two regions. How does that work? Does he get level 2 and can move with that? Is it a range limit so he can just be used to attack Lorien and nothing else? How is he moved then? He gets the equivalent of Level 2, just like Gimli or Legolas. And he can be moved along with friendly armies once he gets a Level greater than zero. [glow=green,2,300]Veldrin[/glow]

Please note that there seem to be irregualrities between the German rules and the English rules, when in doubt use the English ones.

Please note that there seem to be irregualrities between the German rules and the English rules, when in doubt use the English ones. [glow=green,2,300]Veldrin[/glow] This was already the case in the basic game. Just look in the German FAQ, "Errata" section to see all the mistakes of "War of the Ring". So this is nothing new for the players ofthe German edition. We always refer to the English rules. The expansion has lots of mistakes, too. I seems they did not even translate the final version of the rules (and cards), but some previous playtest version. So yes, we are all annoyed again.

My version of the Master Text does say exactly the same as the German translation: The rules are correct, the card only says "through" instead of "to, from, through".
What does the Fantasy Flight version of the card say?

If you read the rules you will see that the rules are only summarized on the Character cards.
