If you use leader banners, those on the Board Game Geek for example, you can easily add leader abilities as house rules. This can be used to make small changes of problems now being felt such as Elven weaknesses etc.
I list the leaders, start or conditions and their special ability (feel free to propose other ideas!):
ELVES:
Elrond (Rivendell)- Half-Elven powers:
May use an Elven ring once per game to protect an Elven stronghold he is in, place the ring on the stronghold to show that it functions as the card "A power too great" for that stronghold (including advancing the Elves on the political track), may only be discarded if a Shadow army with 3 or more in Leadership is next to the stronghold and the card conditions are met as well.
Galadriel (Lòrien)- Noldorin magic:
May use an Elven ring once per game to protect an Elven stronghold she is in, place the ring on the stronghold to show that it functions as the card "A power too great" for that stronghold (including advancing the Elves on the political track), may only be discarded if a Shadow army with 3 or more in Leadership is next to the stronghold and the card conditions are met as well.
ROHAN:
Theoden (First leader mustered)- The lord of the Rohirrim:
May use a character die to move and/or attack two spaces with an army consisting of Rohan units only.
Eowyn (Last leader mustered)- You look upon a woman:
A hit on her leader re-roll may be used to eliminate a Minion if a character card is discarded as well.
GONDOR:
Denethor (Minas Tirith) The palantir of Minas Tirith:
Once per batle, when a strategy card is played as a battle card in combat when Denethor is present, draw another strategy card.
Faramir (First leader mustered, except "Dol amroth" muster card) Ranger of Ithilien:
May make a round of attack and then retreat before the enemy army can roll for combat if defending with an army of 5 or less Gondor units.
DWARVES:
Dain (Erebor) the King under the mountain:
Add one to all Dwarven elite unit combat rolls and all Dwarven leader re-rolls (incl. Gimli) in the army if fighting in a stronghold.
THE NORTH:
Brand (Dale) the Bowman of the North:
May make an extra attack with all North units before ordinary combat begins.
