Normally, if I roll 2+ Will of the West results, I try to use one right away to minimize the damage of The Day Without Dawn. Once The Day Without Dawn has been played, this is no longer necessary, and the WoWs are usually kept for the last actions of the turn.
Someone (I forget who) just pointed out that The Day Without Dawn is only playable if all shadow nations are at war, so that's another time when you don't have to use up excessive WoWs early in the turn.
