Hello, i was just watching the map again and saw that some FP countries didn't had some regions that they normally should have in there nation...
Gondor: "Osgiliath"(It mabey is a ruined city but still it's a defense of Gondor and it holds a garrison)
The Elves:"Tower Hills"(I read the books and somwhere i found that the grey-elves in Lindon only lived in The Grey Havens AND some in the towerhills)
So...why arn't those regions in the national bounderies of the nations??

Regarding Osgiliath I would assume it has to do with the fact that it is quite a contested Region. Mordor and Gondor fighting over it constantly...
As for the Tower Hills I don't know.

Osgiliath: being a contested region, its position outside of the borders provide a choice for the Gondor player - he can forfait the garrison there and then the area would not even activate Gondor if invaded; or he can garrison, and get activated/advance when attacked. BTW this was possibly the last gameboard change and happened at the very end of the production process- before than Osgiliath was within the Gondor Nation.
Tower Hills: the Gray Heavens region as portrayed already encompasses quite a bit of land around the actual Grey Havens. Anyway it was a choice to have all the Elven Nation being limited to their strongholds, to represent their shrinking population (and as they are active since the beginning, this does not really have much gameplay impact)-

I noticed that Anorien is placed in Rhohan on the game map. In fact this region was part of Gondor, but the telescoping of the Anduin Valley has effectively shifted it westwards. A more authentic name for this region would be "Fenmarch". Furhter, shouldn't the regions of "Gap of Rohan" and "Fords of Isen" be named the other way round?
