I’ve been considering the introduction of a penalty for armies which choose to retreat from battle.
The basic proposal is that:
In any battle that ends with one side retreating, the victorious army has one further roll of the combat dice to inflict casualties during the pursuit of the enemy. No leader re-rolls are made. Defending armies cannot move into the region from which the attackers came, even if they eliminate all attacking units.
This could be modified by:
Only sixes count as hits during pursuit. Armies retreating over rivers must endure two extra combat rolls.

That, my friend, is harsh. Especially the river crossing... ouch!
But - it does have tactical significance bordering on real-life strategy... but I think, personally, the increase in realism would kill the balance of the game.
It certainly makes for a great (and tough) strategic House-Rule. I might yet try it (after I get a few more games under my belt).
