Can the SP use the Evil Things or Children of Ungoliant cards to attack the Fellowship is in Mordor, or is the Mordor track inaccessible to them?

When the Fellowship is in Mordor, it is not considered to be in any region (see page 43 of the Rulebook). Because of this, the Fellowship is not in a region containing a Free Peoples Settlement, which is the requirement for these cards, so they can be played. However, since these cards require at least one Spider to be in the region with the Fellowship in order to attack it, that part of the cards cannot be applied.
