In a combined army, if all the army units of a nation are lost, are the leaders of that nation lost if army units of another nation remain?
Is this true even if the nation is not at war?

No, they can survive as long as they are with friendly units, regardless of Nation or political status. Of course, this can cause movement issues for an Army containing such a Leader that is non-belligerent. If the Army moves into a region that is off-limits to that Leader, it must be left behind, sending it to the casualty pile.
