Event Card: "There and back again" ... Very puzzling!

Hi!
Despite having found a couple of posts in other forums about the Event Card: "There and Back Again" , meaning and limits of this card are yet unclear to me and I remain puzzled. Text says (sorry but I got italian version and I don't know exact English text):
"Then, if Gimli and Legolas are in Dale, in Erebor or Wooden Realm, active nation of Dwarfs and the North; move the nations of the dwarves, elves and north of a space each ...".
My doubts are: can Legolas or Gimli, regardless whether they are together, and regardless of nation symbol on each companion card, activate  both nations in any case?
In other words, does this card allow to activate Dwarfs and Northern people either in the case, e.g., there is the only Legolas in Erebor, or the only  Gimli in Wooden Realm etc.?

Yes, that's correct. If either (or both) of them is in any of those regions, both Nations are activated and all three are advanced on the Political Track. For reference, here is the English text:

Then, if Gimli or Legolas are in Dale, Erebor or the Woodland Realm, activate the Dwarven and the North Nations and advance the Dwarven, the Elven and the North Nations one step each on the Political Track.
