One of the good ideas in the game is having two different versions of Gandalf, Aragorn, and Saruman. Can you tell us the exact circumstances and requirements needed to change the lesser figure into the more powerful version of each of these?

Actually there are only one version of Saruman in the game and he must be brought into play by the Shadow using a Muster die once Isengard is at war. You could argue that Saruman exists before this but not affecting the game and the version brought into play is a more powerful version.
Strider can once separated from the Fellowship be crowned as Aragorn, Heir to Isildur if he is in Minas Tirith, Pelargir or Dol Amroth. To make this change happen the Free Peoples player must use a Will of the West Action die result.
Gandalf the Grey can once separated from the Fellowship or after his death be turned into his more potent form, Gandalf the White. This too demands that the Free Peoples player uses a Will of the West Action die result. But for the Free Peoples player do perform this change any one of the Shadow's three Minions (Saruman, the Witch-King or the Mouth of Sauron)must have entered play.

No, Gandalf can only be turned into the White if
a) he is no longer part of the Fellowship or b) he is dead (from a successfull Hunt or from combat)
If he is dead he will re-emerge in an Elven Stronghold or in Fangorn forrest when brought back to life with a Will of the West Action die result.

So, to clarify one point...
Strider must 1st separate from the fellowship, move to one of the three locations, and then a Will of the West action die must be rolled before he can transform into Aragorn?
Thus, he couldn't separate, and then via a WofW action die result be transformed... he MUST be in one of the cities at the time of transformation, correct?

Correct, he MUST be in either Minas Tirith, Dol Amroth or Pelargir to be announced as Aragorn, Heir to Isildur and the true king of Gondor.
