Hi again, we have a situation where a FP army is in Rohan and the SP has just moved all his army from Osgiliath to besiege Minas Tirith. This card can still be played as there is an army in MT, but its besieged so you can move it to a FREE adjacent region. We are still discussing if an occupied region is "free". It's not really free, its empty but occupied by the SP. Its not a settlement because its a fort. Can that FP army still move to Osgiliath?
Now another card comes into play, Faramirs rangers. Choose a SP army in 3 regions, but what if none of those have a SP army? Can I still execute the rest of the card saying if there is a FP army in Osgiliath, recruit...

Only Settlements can be controlled; fortifications cannot. Now another card comes into play, Faramirs rangers. Choose a SP army in 3 regions, but what if none of those have a SP army? Can I still execute the rest of the card saying if there is a FP army in Osgiliath, recruit... Yes.
