Shadow Can play the card "Cruel Weather" if the company is in a stronghold of the PL and put the FSP into an adjacent region? .... this is very little thematic.

Remembering though that the FSP position on the board is only the last known position of the fellowship and is only the actual location if the fellowhip progress marker is at 0.
Cruel wether can only be played when the progress is at step one or more, this means that the fellowhip's precise location is not know until they are revealed or declared. I think of the fellowship movement as a seperate narrative that is only up-to-date when they are declared or revealed.

After this, the Shadow Player can move the Fellowship to an adjacent region of his choice? Not exactly. Cruel Weather does not reveal the Fellowship. It simply allows the Shadow player to move the Ringbearers figure (the last known location of the Fellowship) one region. Since the location of the figure dictates the progress of the Fellowship's journey as well as its proximity to friendly and enemy influences, this card can be used for a number of purposes. First, it can slow the Fellowship's progress by requiring one more movement to reach safety or Mordor. Second, it can remove the Fellowship from the safety of a Free Peoples Stronghold or the respite of a Free Peoples City. Lastly, it can move the Fellowship into danger by moving it into a region with a Shadow Stronghold or Army.

Please confirm Cruel Weather cannot be used to move the Fellowship to an adjacent area across an impassible (black) side.

It cannot. Per page 10 of the Rulebook, regions divided by thick black (impassable) borders are not considered adjacent for any purpose.
