In a 3 player, the FP cannot do 2 consecutive moves with the same army, but the same nation is fine, right? Therefore I can:
1. Muster an Elite in Minas Tiriath, then two regulars in Pelagir and Amoroth, and then another elite back in Minas Tiriath.
2. or I could muster In MT then in Lorien right, even though those two are allies, they are a different army.
3. with 1 army I can move both a rohan army and then a Gondor army, then with my next army I could move two different Gondor and Rohan army right. As long as its not THE SAME ARMY.
4. unless its mixed, ie. Rohan & Gondor, I can move the same army all day long
If I cant do these as the FP, then I think the game is unbalanced as the SPs get 8 cards, starting with 4 and all Southern elites are ALSO leaders, my word.

In a 3 player, the FP cannot do 2 consecutive moves with the same army, but the same nation is fine, right? No. The Free Peoples may not use two consecutive actions on the same Nation. He/she may use consecutive actions on mixed Armies, but not on the same Army.

1. Okay, is nation then difined as Gonor and Rohan, or are the elves, North, Dwarves considered different nations?
2. And can you use an army dice to move two different nations armies?

1. The Free Peoples Nations are Gondor, Rohan, the North, Elves, and Dwarves.
2. Yes, as long as neither of those Nations was involved in your last action.
