I am currently being victimized by Denethor's Folly, and am thinking of sortieing out to attack the besieging army. The DF card makes references to 'in MT' ... is it too much to hope that the designers did not mean for DF to apply to a sortie battle, and therefore the FP could use combat cards in the sortie?

Unfortunately for you "in Minas Tirirth" refers to the entire Region, so you are not allowed to play a combat card when performing a sortie.
Theme wise this is not difficult to understand: Denethor's leadership has caused confusing among the defenders and a sortie would therefore aslo be suffering from it.
Master text for the card (from the FAQ):
Denethor’s Folly Play on the table if Minas Tirith is besieged by a Shadow army.
Eliminate one Free Peoples Leader in Minas Tirith.
When “Denethor’s Folly” is in play, the Free Peoples player cannot use Combat Cards for battles fought in Minas Tirith.
To discard “Denethor’s Folly”, the Free Peoples player must use a Will of the West Action Die result, or any Action Die if Gandalf or Aragorn are in Minas Tirith.

Also, the condition "Play only if Minas Tirith is under siege..." applies only to when playing the card on the table for the first time, but after that, the condition is ignored, and only its ongoing effect is relevant. In this case, the ongoing effect states that the FPP cannot use Combat cards for battles fought in Minas Tirith (whether it is a sortie or a regular siege battle).

I'm not sure what you're trying to say Meehael, but Denethor's Folly would be removed from play if Minas Tirith is no longer under siege, just as any Event card would be once its requisite condition is no longer met.

Isn't a card on the table removed only if the Discard Condition is met (the text in italics)? If that's the case, there's no mention of discarding DF if Minas Tirith is no longer under siege in the Discard Condition on DF. It mentions that it is discarded only if a FPP uses a specific die result.
Cards like Wizard's Staff, Axe and Bow and Horn of Gondor shouldn't have a Discard Condition, if the Pre-condition is relevant. It would be obvious that they are discarded if the specific companion leaves the fellowship. Or is the Discard Condition there only like a reminder, if the Pre-condition is relevant?

As soon as the condition needed to play the card no longer is true any Play on the table card is discarded.
This is not clearly stated in the rules to the main game but is cleared up in the expansion (Twilight of the Third Age).

The main game rules clarifications from the Expansion rulebook should probably be added to the main game FAQ so that people who don't have the Expansion can have access to them.
