the rules in the expansion allow the corsairs to move a maxium of 2 regions per die; it seems that it is an impossibility to actually get to the grey havens in the course of the game; & thus is never used by the shadow forces in our games. is this the case for eveyone else; & if so is it time to perhaps increase the movement capabilities up for the corsairs?

Well, its far, no doubt about it. I have done it once, I think. Corsairs are primarily handy for screwing Gondor.

It is 12 spaces to Havens from Umbar. That is 6 army moves (each one using 1/2 die). It is not an impossibility to reach the Havens if you make a concerted effort (ie forgoing some other objective). I would suggest trying to utilize the Corsairs and S&E earlier in the game to make this a viable strategy.
The Havens should not be reachable as an afterthought -- ie if other attacks fail, I will just take out the Havens. This would be too powerful. If you increase Corsair movement to 3 spaces then you can reach the Havens in 4 army dice which is currently only 2x the cost to reach Dol Amroth and equivalent with the cost to reach the Havens from N. Dunland! This is too strong since you can use the Corsairs to siege Dol Amroth and then the Havens with the remaining forces + more from Umbar as needed.
Play some games (4 or more) where you muster Corsairs early and see what results you get. This is not the strongest tactic but it is better than you might think...
