(1) Can the Witch-King: Chief of the Ringwraith's special ability "He Sees, He Knows" be applied when the Fellowship is *revealed* in a region which is not a FP players stronghold, or only when the fellowship is declared the normal way in the fellowship phase? Also, how about when Smeagol is the guide and declares the fellowship using a character die?
(2) Can the Witch King be moved by the non-Sauron player when the Nazgul are moved using a character dice when playing a 3 or 4 player game?
(3) If Smeagol is guiding the Fellowship and uses his ability to declare the Fellowship in a Free People's city or stronghold is he eliminated or is he only eliminated of the Fellowship is declared in the normal way during the Fellowship phase?

1 It works whenever the Felowship Declares.
2 No, the Witch-King can only be moved by the Sauron player.
3 He is eliminated.

I'm suprised Isengard can't move the WK. I thought he was a Nazgul.
In a sorta-related question, we've been playing that if the SA spends a sword to rearrange minions, that the Mouth of Sauron can move, but if the SA uses The Ringwraiths are Abroad etc, that the Mouth can't move, since those cards specifically mention moving nazgul only.
