The rules state "Any borders that affect the Target Number in the first round of combat apply to each Army in the first round that it attacks." If 3 Armies attack a defender and the border between one of the Armies and the defender has a target number of 6, while the other 2 borders are clear, do ALL of the attacking Armies have to roll a 6 on their first round of combat or only the Army with the 'difficult' border?
In our game last night we debated this rule. It seems to me that the 'Any' and 'each' mean that ANY 'difficult' border affects EACH army, though it does make more logical sense that only the Armies with 'difficult' borders have to roll a 6 the first round. We played where only the Armies with a 'difficult' border had to roll a 6, but we would like to get an official ruling on this question.

Only the attacking armies that actually have to cross a border with a ford, stream etc. suffer the penealty to only hit on a 6 in the thier first round of combat.
