This might balance the base game quite well: FP active nation: spend a muster die to advance one space on the political track, and recruit one regular in a free settlement of that nation. Imagine mustering Dale or Carrock to war, and getting for your trouble. This seems like an incredibly elegant idea to me. Not only does it give a purpose to activation, but it also amazingly doesn't obsolete any of the reinforcement cards, which give a much heftier "elite" reinforcement. About the only problem is it doesn't help the Elves, who can't really afford to deploy their pitiful two regulars in this way. Well, Men will just have to provide for their defense...

It's actually a good thing that the elves can't use it well, in my opinion. I had suggested a rule that active nations may muster regulars a while ago, but then realized that such a rule would suck. Your suggestion, on the other hand, is a lot better.

Would you limit the recruitment to only a Regular? What about recruit one Regular or Leader? Then again, maybe leaders won't show up unless the nation is At War (or FP cards are played).
