In a 3/4 player game, who can make use of the cards played on the table?
A couple of examples are the Palantir of Orthanc and the Balrog of Moria.
With the Palantir of Orthanc, it seems clear that the Saruman player must play the card in the first place, but does only the Saruman player benefit from the card while on the table or does both the Witch King player and Saruman player get to take advantage of the benefits on the card?
With the Balrog of Moria, it seems clear that either player (Saruman or the Witch King) could play the card. Can either player take advantage of the card or only the player who played it on the table?
Is there a general rule for this?

Since the "Palantir of Orthanc" is directed at the Saruman player I would rule that only the Saruman player can use it but "Balrog of Moria" can be used by any player controlling the army attacking within two regions of Moria.
