Scenario is: SP is besieging Lorien, and at the moment of revealing the combat cards, SP plays "Durin's scourge" (just a translation - actually bottom side of "Balrog of Moria") and FP plays "Wall of shields". SP rolls 2 successes for his combat card effect; may FP player use his combat card effect to prevent 1 of the casualties? And, in general, may cards like "wall of shields" (supposed able to be played) used to prevent casualties coming out from other effects than actual battle?

Interesting question. I would say, yes, a card like "wall of shields" may be played to minimize any suffered casualties.

"Shield wall" allows you to reduce the number of hits before romving casualties so it could be interpreted to work generically against all kinds of hits (Balrog of Moria, Onslaught etc.) or you could interpret it to work only against hits from the Combat roll and Leader re-roll.
I would think it works generically but I will ask the designers.

I would say yes, the Wall of Shields could cancel the effects of that card. The only thing is the bit in the rules that says if the cards conflict, the defender's applies first. Is this a case of card conflict?

I don't think this quallifies as a card conflict.
A card conflict is more like the exapmle in the rule book, the Shadow's card prevents the FP from retreaing while the FP play Scouts, retreating before the battle.

Here is the official ruling:
Shield Wall will allow you to remove hits in the phase where you normally apply casualties i.e. after the Combat and Leader Reroll - so casualties due to the effect of pre-combat cards and applied before normal combat will not be reduced.
