I understand that the FP character deck is largely based around companion/fellowship actions. Do the battle actions in the deck generally require a companion present or are ordinary leaders sometimes sufficient?

You were asking about the battle effects in the character deck for the FP?
Those not needing companions (including Gandalf and Strider):
Sudden strike x 2 Fateful strike x 1 Heroic death x 3 Ent cards x 3
so 9 out of 24

Thanks, Steve.
It struck me that with limited action dice at the start, the FP will be able to play few event cards with dice and with many battle actions dependent on companions still in the Fellowship, they would rapidly be playing with a full hand and often need to discard. Was this a common occurance in the early game?

Yes, you are often torn in the game between cards in your hand that you would like to keep for later for their battle effects and cards you know you need that are still in the deck. It does depend to some extent on the dice you roll. Several event dice and your cards dwindle quickly. Of course Gandalf's ability whilst leading the fellowship is to draw another event card if playing a character card helps to maintain your hand. The muster cards can provide useful reinforcements which can be placed even though the relevant nation is not at war or even activated. Unfortunately these are usually matched with good battle effects too. More agonising decisions!

I read somewhere (Consim, perhaps) that Eowyn + a hobbit could kill the Witch King with Sudden Strike. How does that worK?

There is a FP battle effect called "Balde of Westernesse" which can be used by the FP if a hobbit is present in the battle. If any FP's Leader re-roll hits one of the Shadow's Minions can be taken as a casualy if one is participating in the battle.
This can result in Eowyn's and Merry's defeat of the Witch King as in the book.
