This is from the "Promoting Strider"-thread but I thought a new thread would be better:
Yesterday, I have played the game for the first time and I still do not get the point why a companion may not move into or out of a region in which a siege takes place. Of course he should not be able to leave or enter the stronghold but to move into this region from an adjacent one and move out again should be OK IMHO.

I agree with you and if I am not mistaken the rule that prohibits a Companion from entering the Region containing the besieged Stronghold is somewhat of a mistake in the translation of the game. In the MASTER document I believe it said that the Companion could enter the Region but not the Stronghold. After this was spotted the designers ruled that it should be played according to the letter of the Rules.
In the case of "Promoting Strider" I believe the rule is good since otherwise Strider could enter the Minas Tirith Region when it was under siege and set up a small podium outside the besieged walls and crown himself, something I find highly unlikely to happen.
What you could do is add a house rule saying that:
Companions can move into the Region containing the besiged Stronghold but not into the Stronghold itself (unless by the use of certain Event Cards) but Strider cannot be promoted if not inside the besieged Stronghold.
