I'm confused by something in the rules which says (and I'm paraphrasing because I'm at work) "When the fellowship moves, the Shadow rolls for the hunt." If the fellowship doesn't move can't the SP still allocate dice and roll for the hunt? Or, is this in addition to the roll for dice in the hunt box, essentially allowing for two hunts per turn?
Also, can somebody clarify when and why free people put their dice in the hunt box. Is it just a reminder to the SP that the fellowship has moved, or does it act as an eye dice for SP?
Appreciate the help.

The Shadow player only rolls for the Hunt when the Felowship is moved by the Free Peoples player (one roll every time the Fellowship moves, this can be zero, one or multiple times in a turn).
Some of the Shadow Event cards also allow the Shadow player to roll for the Hunt.
The FP dice that are added to the Hunt box each time the Fellowship moved is as a reminder that next time the Fellowship moves it is easier for the Shadow to successfully Hunt them (first time the Shadow succeds on 6, next time on 5+, third time 4+ and so on).

I'll add that this is true when the Fellowship is outside of Mordor. When the Fellowship is in Mordor, the FP dice added to the Hunt Pool behave just like Eye dice.
