There are a couple of cards that direct you to move a FP nation's political marker all the way to "At War" even if the nation has not been activated. I am thinking of the Book, Fear Fire Foes, etc.
My thinking was that a nation can't be at war unless they are active, so therefore go ahead and flip the political counter to active after executing these cards (even though you aren't expressly told to do so - you're just told to move to AT WAR, even if not active.)
But we were unsure if the card actually directs you to flip the marker to active, as opposed to leaving it on the passive side but also moving it to the At War space.
We also wondered if it mattered either way. Once legally AT WAR, does it matter which side the counter is flipped to? In that case it would be a moot point, assuming there is no game effect that would be impacted (we couldnt think of any, but it's an open question).
How do you play this?

When an event card instructs you to move a nation directly to the "at war" box you should also flip the token so the nation becomes active.
This is important if using the expantion since only active nations can build Sieeg Engines.
