I can't find anything in the rules: has sauron to be at war to bring the balrog into play? it is written nowhere, but the balrog has the symbol of sauron...

No, Sauron doesn't have to be at War before the Balrog is mustered.

but in a 3 person game, only the Sauron Player can muster him, thus the symbol

I have a problem with this question in the FAQ:
What does that question mean anyway? Gandalf cannot destroy the Balrog at all. Only if the card is discarded and the Balrog is not in Moria he gets destroyed. Another option would be that Gandalf is the Guide and when the Felowship moves through the Balrog Region an Eye tile is drawn. But that is an entirely different rule. I think the question and answer both should be rewritten like this:
F: 'A Balrog is Come' - Does Gandalf count as being in the same region as the Balrog for this rule when he is in the Fellowship and the Fellowship is in the same region as the Balrog? A: No, the Gandalf Character miniature must be in the same region as the Balrog for this rule.

I would leave the answer as it is, since a Companion in the Fellowship never counts as being in the Region. However, I see your point about the question. My suggested wording would be:

The Balrog causes you to draw a tile for either being revealed or "declared"

If 'A Balrog is Come' card is in play (on the table), it can be discarded by the FP player in one of two ways:
1. by using a WotW die (regardless of the whereabouts of Gandalf)
or
2. by using any Character die (but only if Gandalf is in the same region as the Balrog)
Is this right?
Or must Gandalf also be in the same region as the Balrog to use the WotW method? Seems unlikely, but the card could be interpreted this way.
It seems to me that it is very easy (too easy?) to discard 'A Balrog is Come' if all that is needed is a WotW die (regardless of the whereabouts of Gandalf).
