My opponent attacked me with two armies. On the last roll, I was wiped out, and his attacking army was wiped out. Then he decided to "apply damage" to the other army, even though he did not attack with that army that round, and then moved into the area. I know he can move into the vacant area, but can he then apply damage counters? (he did so to play a recruitment card later)
