Is the restriction not to use more than one elven ring per game round part of Galadriel's special aibility? To put it another way: Can the Free People's player use more than one elven ring per game round if Galadriel is not in play?

The game rules say you can only use an elven ring to modify dice a maximum of once per turn.
Galadriel, who adds an alternate use for the rings, additionally clarifies that this follows the same restrictions.

Another question on the Lady of Light benefit. If Lady of Light is used it says the ring is permanently removed from play. Does that mean it can not be brought back using the "Three Rings for Elven Kings" event card?

I think using the "Three Rings for Elven Kings" event card you can brought back Elven Ring removed from play.
THREE RINGS FOR THE ELVEN-KINGS Roll three dice and take back a number of used Elven Ring tokens on every result of 4+. Take the tokens from those out of play and then from those in possession of the Shadow player if needed.
Card says "Take the tokens from those out of play".

You might be confused. Galadriel removes the eye tile she affects permanently, not the ring. The ring goes to the Shadow player as usual.
However, if it were removed, it would presumably still be recoverable by Three Rings For Elven Kings as noted above.
