We had a discussion about that in my resident forum and someone posted parts of an answer from BGG. But I want to know what exactly the definition is: Which characters have to be killed to fulfill those victory conditions in the Rohan or Gondor game? 1) All characters that can potentially be killed (that would be all except Treebeard in the Rohan game)? 2) All characters that can potentially be killed and that are on the board (that means in a region)? 3) Something else (please specify)?

Sorry, I need a clarification here...
What happens if all characters except Theoden (not yet mustered) are killed and there is no way to muster Theoden anymore (say the card of Theoden has been removed by SP) ?
There is some stalemate sort of situation with SP being in the incapacity to win by killing all characters.

Yes, if Théoden isn't mustered the Shadow cannot win by killing all the charcaters.
They can still win by taking 10 VPs.
