The rulebooks speaks of that rule for the Witch-king in the Gondor battle, but I can't find it. Where is it? In the rulebook? It is not on his card.

That sems like a mistake, that rule was removed in the final version. The Nazgûl/Witch-King rules was re-written to encompase that rule and the title was give to a Story Event Card instead.
I don't have the published version yet so if you can quote the Nazgûl rule and the Witch-King's abilities for the Gondor scenario and see if there is a Story event Card for the Shadow that is called "This is my Hour" I can be of more help.

Yes, one of the six Special Event Cards for the Gondor battle has that title. So the special ability was actually removed and recycled as a card, right?

Not quite, the card was the same but got the new name and the Nazgûl Lord ability is a slight modification of the old "This is My Hour" ability.

I just recieved the English versio of the Gondor scenario and there was no mention of the "This is My Hour" ability in the description of the Witch-King.

Just as I said in the other thread, I have the German edition. Obviously the translation of the rulebook was not based on the final version. I hate Phalanx Games and their crappy translation/editing skills. They should'nt have given the licence for the German edition to a Dutch company.
