With army/muster die allow half the die to muster a regular/leader, and the other half to move an army. For the Free People to do this they must have no Will of the West dice showing. For the Shadow to do this they have to have strictly fewer action dice available than the Free. (Struck the qualifications - they're not strong enough to balance the base game anyway, so why try?)

I think it is really good idea!
I think both sides should can do this without any condition.

Here I thought I had an original thought, gazing at my opponent's Army/Muster die during an online game the other night. I wrote it up on BGG under the inelegant acronym SUAMAD - Split-Use Army/Muster Action Die ( www.boardgamegeek.com/thread/300211). Now I cruise over to this site and find I'm four months behind MrWeasely's curve. Great minds think alike perhaps, just some slower than others.
