I find three simple variants that can be added together depending on how competent the SP is.
1. Minas Tirath MUST be taken for a MV (makes thematic sense) and a lot of fun, and use of more event cards
2. Any FP card requiring the FP to recruit in a city of Stronghold West of the Misty mtns. can also be recruited east of the misty in the respective nation (ie.Dale instead of the Shire, Lorien instead of Grey Havens) and vice vs.
3. And if the SP is REALLY competent, you can say if the FP uses the Strategy card exactly as stated, he receives a extra regular as a bonus. (I love this one as it makes the only 4 useless cards very useful and fun)
result, this puts a big damper on the DEW and makes for some very fun battling.
Has anyone else tried these? Thoughts or suggestions?

Really good idea, in my opinion.
It might balance everything better (stronger DEW line), but I am unsure about it (Swords in Eriador mustering in Dale?).
However , I still didn't tried to play with your rules, so I might be wrong.

I'm not a big fan of forcing a particular action (ie Must take Minas Tirith for victory). However, if this is important then I would recommend making Minas Tirith worth more VP's for the Shadow and maybe increasing total required for Military Victory. Maybe make MT worth 3 VPs and require Shadow to reach 11 VP's for victory (or 4 and 12 if you REALLY want to make Minas Tirith important). This way, the Shadow will usually attack Minas Tirith but at least the have the option of striking elsewhere if Aragorn, Gandalf, and a massive army is sitting in one place...
Regarding the FP recruitment cards, what about this:
FP may use a card to muster per the card text OR FP may muster the units in any free FP settlement for that nation. In the 2nd case, FP may not Muster Elite units. This would give FP some flexibility but restrict the power of the card if used in other locations (except for King Brand's Men which only gets Regulars).

This sounds even better for me.
I really don't know what to think about this. I like the idea, but still you can use Swords in Eriador, and place people in Rhovanion. Same for the Elves.

I like the 12 point idea a lot and have thought of it. I had never thought of the 11 points. I wouldnt like the 11 points so much because the SP can still simply do the dew and then run into the Shire from Isengard. With 12 points, avoiding MT, then the SP would have to go for Grey Haven. This at least makes the final section of the board somewhat usable and may put some action finally in the west.
