Use an event die + discard one of {Celeborn's Glamdrim, Kindred of Glorfindel, Wizard's Staff, Cirdan's Ships} => search through a deck for the card of your choice, and add it to your hand. Reshuffle the remainder of the deck afterwards.

The Elven Rings Rule does not follow the book. The Elven rings should simply be removed from play when they are used to change an Action Die, NOT converted to Shadow Rings, because Sauron could not use the Elven Rings without the One Ring.
Instead, the Shadow should have tokens for the Nine Rings for mortal men doomed to die. The Nine Rings' tokens should be placed beneath the Nazgul as the Nazgul first appear on the map. When used, each of the Nine Rings should allow one re-roll of an Action Die. The ring token should then be removed from play.
This house rule reflects that the Elven Rings were more powerful than the Nine Rings. To change an Action Die to a specified side requires more power than a mere Action Die re-roll, on which the Action Die roll could come up on any side.
As a further wrinkle, we might keep the three Elven Rings tokens beneath Gandalf and the at-start Elf-Leaders in Lorien and Pivendell. If a bearer of one of the Nine Rings or one of the Three Rings is killed in combat before the Ring is used, the Ring may not be used.
