This rule considers each Free Peoples nation to have a Kingship. The King of each nation gains the ability to allow all elites of his nation accompanying him in battle to count as leaders. If a king is eliminated, the next in line may take up the title and gain the ability. It is necessary for each leader to be a specific character.
Orders of succession:
THE NORTH 1. Brand (King) 2. Grimbeorn 3. Halbarad 4. Will Whitfoot 5. Peregrin 6. Meriadoc
THE ELVES 1. Celeborn (King) 2. Elrond 3. Thranduil 4. Legolas 5. Cirdan (although each Elf is a king in his own realm, that of Lorien is regarded as the senior)
THE DWARVES 1. Dain (King) 2. Thorin 3. Dwalin 4. Gloin 5. Gimli
ROHAN 1. Theoden (King) 2. Theodred 3. Eomer 4. Erkenbrand
GONDOR 1. Denethor (Steward) 2. Boromir 3. Faramir 4. Imrahil 5. Beregond (the Steward is considered the equivalent of a King for Gondor, if Aragorn becomes King he is considered King of the West, not of Gondor specifically)
Companions wishing to take up a Kingship must first leave the Fellowship
Characters cannot be passed over in the succession unless they have been killed
Bonus applies only to elites of the specific nation
The new silver leader figures from the expansion may be used to identify Kings (I'm assuming there's at least one for each FPN).

Unfortunately there are only silver leaders for Gondor and Rohan.
But there is something else that might work to distinguish the other nation's king.
To find out what it is you will have to wait and see.

Hmm, but this house rule gives an advantage to the Free Peoples only.

The rules were intended to help balance the addition of extra minions in my suggested additions. These included a Great Goblin, Khan of Rhun, and Sultan of Harad figures, each of which would have similar abilities to the Kings of the FP nations.
