Per some of the earlier discussion threads, here are house rules I'm considering. I'm also toying with the idea of moving Cirdan to Lorien to be Galadriel at start, which I think is a good idea.
1. WK sends to war. Any time the Witch King is part of an army that attacks a FP army, all nations in that army move immediately to war.
Comment: The WK's normal "cost" for mustering (activate all FP nations) isn't that significant since the three really important FP nations (Elves, Gondor, Rohan) are generally attacked before they would go to war anyway. This change really doesn't make a HUGE difference either (assuming Saruman pushes Rohan to war, this rule will probably save the FP one or two muster dice), but it puts a little more bite in using the WK early.
2. A Power Which, If Not Great, At Least Isn't Too Bad. The FP may use an action die and an Elven ring to get the card "A Power Too Great" from the deck or discard pile and put it in his hand. If he gets it from the deck, reshuffle the deck. (Unlikely to be necessary, but if the combat effect of the card is really powerful maybe you make it somehow impossible to use the combat effect).
Comment: I'm not sure if this is QUITE the right way to attack this problem, but it would allow for the Elves to defend themselves above and beyond the use of armies. Each activation of this power effectively requires two dice and a ring, versus one die and two cards being needed to counteract it from the Shadow. So it's an expensive way to buy time, but sometimes invaluable.
3. Only allow 1 corruption to be saved by ANY randomly-drawn companion when resolving corruption losses (NOT guides).
Comment: This would encourage the more martially-oriented companions (Gimli, Legolas, Boromir) who rarely become the guides but are just fatter fodder to get out there and fight.
The first two rules favor the FP, the last favors the Shadow. On balance I would hope they would work out roughly neutral, with hopefully the effect of discouraging the Shadow from attacking the Elves and the FP separating companions more often.
