Is it possible for an army of a nation not yet "At War" to retreat into a region inside an enemy nation if this is the only possible region where it can retreat? I find this realistic and would say that this should be possible.

This is clearly explained in the Rules.
If you choose to flee from, lets say Dale, you can flee into the Woodland Realm even if the North is not yet at War.
Once there the North units can only move out of the Elven Nation if it wants to move. It can not keep moving inside a foreign Nation.

Yes, that's clear. But my question was different. Is, for example, a FP army (of a nation not yet "At War") allowed to retreat into an empty region belonging to a SA nation, if this is the only possible region where it can retreat?

Aah, sorry for the misunderstanding.
You can never flee/retreat into a Region containing an enemy army or an enemy Settlement unless you have captured that settlement prior to your retreat.
You can however retreat/flee into a Region inside an enemy nation if the Region does not contain an enemy army or Settlement.
