Here's what the FAQ says:
Does this also cover the following situation:
The Fellowship is declared in a stronghold that is NOT under siege. The fellowship move track is set to zero. During the turn, while the move track is still zero, the SA player attacks, and the FP player retreats. The stronghold is now under siege. Could not a Companion be detached under this circumstance, to remain in the stronghold, prior to the fellowship moving on the track?

We have a semi-official answer from designer Roberto de Meglio:
He said that in your example the Companion should be allowed to stay inside the Besieged Stronghold but the answer is not completely official untill he has discussed it with the other designers.
