Recruiting with Event Cards

Can units be recruited into regions with enemy control markers, but no enemy armies using event cards? For example, the SP captured the Dale and then moved the army on to another region, the FP plays "King Brand's Men" which says to recruit two North units in the Dale. My guess is that the units can't be recruited because it is controlled by the SP, but Event Cards override the normal rules in strange ways at times. Thanks.

You can never recruit in an enemy-controlled Settlement, even with an Event card.
