There are several cards in both FP and SP events decks that allow an army/armies to be moved more then one region. I remember reading somewhere in this forum that you can move through enemy controlled settlements (but free of his armies) and capture them "on the way". Cards texts themself seem to contradict this as they state you can only move through "free" regions. As I can't find anything in FAQ i assume card is correct and not allow this kind of use of those cards in my games, as this could also imply that one could flee into regions containing enemy controlled but empty settlements and this doesn't seem right at all.
Also can saruman be a leader in an attack originating from Orthank (and then just chose to not move into attacked region if the attack was succesful)?
Oh, I just remembered one more thing I couldn't find an answer to: some "play on the table" cards have a dicard condition that requires a use of an action die. Does this mean they also require an action? Or an opponent can just discard cards needed, set a die aside to remove a card and then proceed with his normal action?

It is legal. See pages 27 and 28 of the 2nd edition Rulebook for rules on using Event cards to move Armies. You are correct in that you may not retreat an Army into an enemy-controlled Settlement.
