So here's a vague idea for a new expansion for War of the Ring:
Add a LOT of characters to the good guys: Denethor, Elrond, the House of Eorl, maybe Cirdan.
These characters are sort of like Galadriel in Twilight: they're considered to be around and fighting, but until they reach their full potential (via some character card), they're not really kicking in the afterburner. They've got nice abilities. Denethor and Hose of Eorl would share the Aragorn die, and have powerful mustering or fighting skills. The elf lords would share the Gandalf die.
All in all a huge shot in the arm for the Free People.
But there's a catch...
Every character so transformed can become an agent of evil. Even Gandalf the White. Even Aragorn. In this situation they will actively or passively help the opposition, through revealing cards, or producing negative leadership, negative politcal track changes for the Free, or even, in extreme cases, revealing the ring quest goal to Sauron and thus immediately losing the Free the game.
Further, in some cases they'll be movable by either side. Imagine a Gandalf the Semi-Corrupted, going from battle to battle, giving poor council. Keeping an eye out for signs of the Ringbearer. Sowing discord.
The corruption goes on behind the scenes in Sauron's hand. Some of the lamer cards about corruption would get totally reworked (Denethor's Folly). When they were paired with some special circumstance, like Minas Tirith coming under heavy attack, they'd become playable and powerful.
