If the Balrog is eliminated during the Fellowship phase due to the Fellowship declaring and the Balrog drawing an Eye tile to eliminate the guide and the Witch King is not in play then does the Shadow Player lose the Balrog's action die during the current turn or the next turn. This depends on when Action dice are actually calculated for each player... at the beginning of the turn or just before allocating for the hunt. I think that it is at the beginning of the turn but just wanted clarification.

Yes, you always calculate the dice at the very beginning of the next turn.
Think of it like the Balrog scene, sure Gandalf get's rid of the Balrog, but the Balrog has one last opputunity to do one last strike.
