I wouldn't want an Army of the Dead Mini. They didn't physically fight, they inspired fear in the Corsairs so the card we have already works well enough. I suppose it would allow a "What if" scenario, allowing the Army to reach the Fields of the Pelennor, but I don't think it important enough to merit a miniature when an event card does just fine.
I'd actually like to see a "Halbarad Dunadan, Ancient of the North" miniature, or a single one representing the Sons of Elrond. Although I suppose they are also easily represented by cards and the generic leader models.

Eowyn could plausibly join the fellowship if it journeyed to Rohan, e.g. if it was a political manuver by Wormtounge to curb her influence at court, and she were infatuated with a random Fellowship member. Yeah, I love that. If FSP is in Rohan, draw a random Fellowship marker to decide which member of the Fellowship, that Eowyn falls in love with. If no Companions are left with the party, she falls for Gollum.

An Aragorn mini on foot, holding Anduril straight up, would be good. That and a GtW on horse would be my choice for the deluxe edition.

I'm sure Peter Jackson is somehow to blame, but I think a GtW mounted on a rearing Shadowfax would make a nice break from the monotony (mountotony?) of staid Free elites. It would also help signal his White Rider potential, since the figure would be taller than the others, like the Nazgul figures.
I know this has come up elsewhere, but a hobbit regular for the Shire's starting unit would be a nice touch too.

I would say that they are rangers. Hobbits still didn't stand up and decided to fight. However, they were fighting later when Saruman invaded Shire. So, we still can have hobbits figures, but maybe in some expansion. Or you have idea how to fit them into Wotr Main Game?

I'm not sure if those are hobbits or if they're rangers. I've always interpreted the regular in the Shire as hobbits, the one in Bree as hobbits/Bree-men and the elite in the North-downs as the Dunedain rangers. I didn't think the rangers were numerous enough to count as three units.  All just for flavour of course.

I believe you are right about Dunedian rangers. People from Bree are just normal men army. Army in Shire? I think it is a good question.

I know that somehow veldrin have adapted a miniture to be Gandalf the white so it wouldn't be my first choice, also many charcters of the races already exist now can be adapted at least by special colors to stand out as a certain character. So I think the ones most difficult to do so with from the list are Gothmog, Gollum, Eowyn in order.
