Its turn one. Suppose you roll something like: Say first turn Aragorn is not possible... What about burning a ring and getting first turn Galadriel? And does the plan change if Saruman comes out on the 2nd shadow die, allowing an early Gandalf the White?

Is that one extra die for one round worth an elven ring? It's very likely you'll be able to get Galadriel next turn since any Helmet or WoW will do the trick, unlike Aragorn or GtW where you have to hope for that WoW.
The problem with making it dependent on Sauron's second extra die is that you'll probably not know until after you've used your dice. At least I usually wait with bringing in Saruman until my last die.

I agree, it's the Will of the West that makes Aragorn so special and is worth burning a ring.
Furthermore, early Galadriel has a lot of drawbacks that Aragorn doesn't. By getting the Elves to war, you take away the Shadow's main reservations in bringing out both the Balrog and the Black Captain.
Also, it would depend on whether you have something worth playing with that Palantir or not.
The thing that makes 1st turn Aragorn so attractive is that, if there are a lot of eyes, I usually wouldn't WANT to move the Fellowship 3 or 4 times on the first turn anyway. With a roll like that, I could usually find something else useful to do, which makes burning a ring for Galadriel less appealing.
