Must you choose a Tactics token each round, or can you decide you do not want to Regroup, Maneuver or use a Combat card? If so then why is this?

You must pick a Tactics token each round in combat but since the Regroup token can be used and the only effect it has (if you choose not to retreat) is that it allows you to pick up all other spent Tactics tokens it can be played without effect if you don't want to do anything else.

Thanx for clearing that up. I have one more question about the Witchking. Can he be slain if he is part of a Shadow army that is destroyed, or is the only way to dispose of him through the "No Living Man am I" tile? Also, I know all the Nazgul can be moved with a single character die, much like in the main game. Can this same Die be used to move Gothmog and the Witchking?

1. If the Witch King (or Gothmog) is in an army that is destroyed he is eliminated along with the army.
2. From the reference sheet:
For a Character die you can:
"Move all Characters on the board (including Nazgûl)."

Sorry but I have one more question (hopefully the last for now). In the Rohan game, if the Free People's Player captures the settlements in either West or East Nan Curinir does the shadow player lose an action dice for no longer having control of the region?

No, only Action dice gained by controlling both Settlements in West Marches, Rohan Plains, and East Marches can be lost.

Despite this though the Free Peoples player wins if he captures a settlement in the Isengard region, if all other regions have atleast one free settlement?

The Free Poeples player wins if Théoden is in play and no Rohan Territory is controlled by the Shadow.
