What happens if
a) the fate pool is emtpy but the fate marker did not reach the endgame marker yet, or
b) the numbers of the remaining tiles in the fate pool do not sum up to reach the endgame marker?
This situation occured when in my first Rohan game the Shadow player removed two randomly drawn, high-numbered fate tiles by using the story event card: "Grima returns with information".
Are the discarded fate tiles re-shuffled?

I would assume that all of the Fate Tiles, except the Free Peoples and Shadow Special tiles, are reshuffled into a new Fate Pool?

Well, just found the answer to my question in the FAQ:
Fate
Q What does happen if all the Fate Tiles are drawn and more Fate tiles need to be drawn?
A All the normal Fate tiles are reinserted into the Fate Pool, the special tiles are not reinserted.
