In the Battle for Rohan the Shadow Player can muster Mordor Orcs in special recruitment areas. On page 20 the rulebook states:
SPECIAL UNIT RECRUITMENT AREAS Four Regions on the game board show special Unit Type Icons. These areas are called Recruitment Areas and they refer to: Dunlendings (North Dunland, Gap of Calenardhon) Mordor Orcs (East Eaves of Fangorn, Sarn Gebir) Each Recruitment Area can be used to muster Units of the corresponding type (see Special Recruitment Actions, below).
However, there is only rules for recruiting Dunlendings (page 22). Does that mean Orcs can only be recruited using eye die results or is there something missing in the rule book?
Furthermore, what is the purpose of the Rohan Archer special ability "Hail of Darts"? Why should the FP player favour this tactic over a normal attack that has the same chance of success and damage value?

With a Eye Action die one orc can be mustered in each of the Orc recruitment ares (marked with the eye of Sauron) in the North Marches Territory.
The Hail of Darts ability gives one additional hit if at least on of the Maneouvre dice hit (e.g. 3 Maneouvre dice that hits equals 4 hits on the Shadow army).

That's funny, I have the exact opposite question. I have read both the operational rulebook and the rohan rulebook, and see nothing about recruiting Dunlendings or the special areas. In addition, the first poster references page 22, but I have only about 17 pages in the operational rules and 7 in the Rohan rules, so I'm wondering what he's talking about.

Do you have one booklet including the generic rules as well as the scenarios or one booklet for each?

"SPECIAL ACTIONS In addition to the actions explained in the Battles of the War of the Ring rules, in Battle for Rohan there are special muster actions available to either player: The Shadow player may use a Muster Action Die result in the Action Resolution step to Place a total of two Dunlending Units, one each in two different Regions containing either a Dunlending Recruitment Area (North Dunland and Gap of Calenardhon) or a Free Peoples Settlement controlled by the Shadow. The Free Peoples player may use a Muster Action Die result in the Action Resolution step to place one Ent in Derndingle, if the Entwood is there."
and from the generic rules:
"By using an “Eye” die for a Mordor Recruitment action, the player can directly place one Mordor Orc Unit in two different Mordor Orcs recruitment areas."
