In the expansion there are couple of rohan elite and regular figures (blue)and also few gondor elite figures(silver).
Do you use these only in the expansion or can i add these also in to the normal game? Or do those silver figures represent the heroes of the Free people?

They are only to be used in the new Scenarios (Rohan and Gondor). The silver Rohan figures are Théodred, Éomer and Théoden and the silver Gondor figures are Imrahil and Faramir.

Why are there 8 Uruk-Hai in the expansion? You only need 18 for the Gondor game.

Don't no, but it could be since the army units are molded in sets of four and instead of removing units they simply let the additional 2 stay in.
