I have posted Steve Owen's third playtest on the site.

Steve has now included an image of the initial setup of the game. Please keep in mind that it is a playtest-version of the game put toghether by the playtester and not the actual game components.
The figures used are taken from other game such as LOTR RISK, Eagle's Civilization and others.
