The Grey Company (FP Character Card 24) reads "Strider/Aragorn is with a FP Army. Recruit one Elite unit and eliminate one Regular unit, of the same Nation with Strider/Aragorn".
What happens if there is not Regular unit in the army? Can the FP still play this to get an elite unit?
What happens if there is no Elite unit available? Will this still kill a regular unit? Can this card be played in this case to allow Aragorn to survive a siege with only one regular unit left?
Any ideas on what this card represents? Are the Grey Company riding down from the North to join Aragorn, and killing a few of his allies along the way? Or perhaps some of his allies remove their disguises to reveal that they are actually Northern Rangers. "Surprise! You thought we were elves but actually we're Dunedain!"

The card is always played to its fullest potential.
If no Elite unit is possible to muster you only get to draw the cards, you don't have to kill of your Regular unit.
If there are no Regular unit in the army you can't upgrade it o Elite status but you still get the cards.
It represents the Dunedain Rangers coming to help Aragorn but they are not that many so in order to get an Elite unit you must "kill off" a Regular.

The card is always played to its fullest potential. But if this card is played to its fullest potential that could mean you may always recruit one Elite and if there is no Regular to eliminate you are lucky.

No, you play it to its fullest potential step by step.
1 remove a regular (if this is not possibl you don't do 2)
2 recruit an Elite
At least that is how I see it, I will ask the designers if I am wrong.

But you could do it the other way round. I do not favor this, but it could be interpreted like this.
Perhaps one could add the following to the card:
"If no Regular unit present, simply recruit one Regular unit"

We have an official ruling:
If no Regular unit is in the army with Aragorn/Strider you only draw the Strategy cards.

What is the whole exact original English text of the card (plz quote!)? The text on the German card does not say you have to exchange the unit in the army containing Aragorn. EDIT: Ooops, I meant Aragorn of course, not Sauron.

The Grey Company
Play only if Strider/Aragorn is with a Free Peoples Army.
Recruit one Elite unit and eliminate one Regular unit of the same Nation, in the Army containing Strider/Aragorn.
The immediately draw two Strategy cards.
