In Vedrin's FAQ it says:
I have two questions:
1.) Does Orthanc now belong to the FP player and therefore counts as 2 VP or not? This would apply to any other situation where a companion or minion is alone in a region which contains a stronghold.
2.) Is it possible to kill Saruman with an Ent event card after an FP army has moved into Orthanc (where Saruman was alone).
And one additional comment:
For me it is kind of strange that Saruman can be killed if he is protected by an army but if he is alone with himself is unkillable. For other companions and minions this is OK, because they hide themselves and are not to be located by the enemy, but for Saruman it is clear that he is in Orthanc.

2)Yes, read the last line in the FAQ answer.

Can Saruman when he is alone in Orthanc still recruit Regulars in the other two Settlements of Isengard? The FAQ doesn't mention that.

That's just the same as doing a regular muster, isn't it? I'd say yes.

Can Saruman use his "Voice of Saruman" ability to upgrade Isengard regulars to elites when a Free Peoples army is inside the walls of Orthanc, besieged by a Shadow army with Isengart regulars?

I would say no since the mustering point, Orthanc, is controlled by the FP player.
